For Southern Africa, South Africa is going to be the sort of a hub for the currency. In West Africa, they’re looking for a hub. Ghana is interested in being the hub for the currency to circulate for those who want to use it. It is not compulsory. But Nigeria is a bigger country with bigger economy. So, that does make sense. And they became a kind of attracted to Nigeria to be the hub.

BOMBSHELL!!! HOW ENUGU STATE C.P AIDED THE FULANI MASSACRE IN NSUKKA.
The embattled and effeminate Governor of Enugu State, Ifeanyi Ugwuanyi has thrown up a new twist into the circumstances surrounding the avoidable massacre of innocent and vulnerable civilians at Uzo-Uwani, Enugu State.
The Governor revealed that at a State Security Council Meeting summoned before the incident, the Enugu State Commissioner of Police, CP Nwodibo Ekechukwu confirmed that suspected Fulani herdsmen were already massing around the community for a possible attack.
The Governor provided the CP with necessary logistics to bring in policemen from other formations a=outside the State to ensure that this incident was averted, but this CP either went home with the monies given to him or was instructed by someone or some people from outside the State to look the other way while these innocent civilians are massacred.
It is painful to know that this Commissioner of Police bears an Igbo name, but his Igboness is contentious. A professional Police Officer is trained to protect lives and properties, and even if this CP did not get any logistics assistance from the State Government, he should have acted professionally by throwing his men into that fight to prevent these terrorists from killing our people. And if he was ordered by superior officers not to intervene, he should have raised the alarm and possibly thrown in his resignation letter. This would have made him a global hero, but this Igbo man looked the other way while his people were massacred by Fulani herdsmen, and he was the same person who insulted all of us by coming out with a statement exonerating these Fulani terrorists parading as herdsmen from complicity in that genocidal act.
At a time when there is a gaping vacuum in Igbo leadership, those whom providence has placed at the right positions to fill this gap keep blowing their chances.
There is no reason why Ekechukwu Nwodibo should still be drawing salary from the Nigerian till as a Police officer. There is no reason why he should not be answering questions from appropriate quarters on why he failed to act after getting scarce intelligence on this incident. I will also not be surprised to see Ekechukwu Nwodibo still wearing that revered Nigerian Police Uniform with hs rank as a Commissioner, or even being upgraded to a higher rank for aiding in the killing of Igbos. But I am sure of one thing; all those who aid the killing of another, may smile here and feel they have outsmarted all of us, but something more dreary than death through swords awaits them.

ALHAJA ESCAPED DEATH NEAR BODIJA MARKET IBADAN.

Addressing a press conference in Enugu, on Tuesday, Bishop Chukwuma said another civil war might break out due to activities of the Fulani herdsmen, stressing that Ndigbo would no longer condone the blood-thirsty Fulani herdsmen who, he noted, had continued to harass, maim, kill, rape women and destroy farmland in communities in Igboland without reprisal.
Archbishop Chukwuma, who is also the chairman of the South-East Christian Association of Nigeria (CAN), wondered why Federal Government and South-East governors had remained silence in the face of provocation, adding that it was high time the Igbo governors rose to the security challenge.
“Why has there been no arrest up till now? We call on the Federal Government to declare state of emergency in Igboland over the Fulani herdsmen threat to security in the zone or else we will declare war against the Fulani herdsmen.
“...We will mobilise IPOB, MASSOB and other Biafra agitators against the Fulani herdsmen in the zone. I feel bitter, I feel aggrieved. I feel sad that government at the centre and our governors cannot protect us. Failure to curb the activities of Fulani herdsmen will make us to ban the Fulani herdsmen from rearing their cattle in the zone.
“Any attempt to harass any Igbo youth, or any community in Igboland will not be taken lightly. We will not tolerate it in Igboland.
“We are declaring war against the Fulani herdsmen. We are calling on Northern elders to caution their people (Fulani herdsmen). Government should speak out against this Fulani menace,” the cleric added.
He said the failure of the South-East governors to rise to the challenge, the zone would pass a vote of no confidence in them.
“Where did the Fulani herdsmen get the AK-47 rifles? We will bring our own ‘Ogbunigwe’ out to defend our rights. We will match force with force.
“Another civil war is looming because of the notorious activities of Fulani herdsmen. Ndigbo cannot keep quiet any longer. That we were defeated in the last civil war does not meant we will remain slaves forever even in our land. We will defend our land with our blood and anything including ‘Ogbunigwe’ the mass destruction weapon,” he said.
HOW NIGERIA POLICE HELPED FULANI HERDSMEN TO CARRY OUT THEIR MASSACRE IN ENUGU.
The fulanis on Friday afternoon were boasting in Nasarawa state when they were about leaving for Enugu state, how they will deal with us, not knowing that the young man they were discussing this at the front of his shop, where they parked is Nsukka man. He asked them where in Enugu state and they mentioned Uzo-Uwani. The Nsukka man who is luckly be my friend called me immediately and alerted me what is on board.
I made calls across the board immediately and the governor of Enugu dispatched security men immediately. A combined team of the military and police mounted road block at Obolo for thorough stop and search. Some were dispatched to my town. Early morning of Monday, that's yesterday by 0400am, the DPO in my local government recalled the mopols and not up to thirty minutes later, these animals attacked my kinsmen from the bush. They entered from Kogi State through the bush.
1. I told them that these people are above 200 in numbers
2. Why not dispatch enough security in anticipation of countering their numbers
3. Why should the DPO recall his men at the location of this incident without first making arrangements for replacement.
Why should the attack occur barely few minutes the mopols left.
4. How am I sure that many of the fulanis and their metcinaries who are from Niger Republic and Mali are not still in the bush possibly waiting for my people to start coming out probably going to farm, only for them to launch another attack.
Why can't the security on ground now do serious security combing inside the bush to assure us of safety like.
5. Won't the Federal government led by Buhari be sued to Court for genocide and planned ochestrated plan of a secret agenda, aiding and abaiting, complacency and conspiracy? No less than 40 indigenes lay dead by the time
the echoes from the booming weapons of
Monday’s early morning attack by the dreaded
Fulani herdsmen on Ukpabi Nimo, a sleepy
community in Uzouwani council of Enugu
State.
It was an early morning invasion that caught
them unawares. As the guns boomed and
sounds of grenades rained the air, many who
did not understand what was amiss ran to
different directions apparently for safety.
However, while they ran, many were caught
in the crossfire. Some gave up the ghost before
help could come, many others sustained
injuries and were rushed to hospitals in
Nsukka.
The Bishop Shenahan hospital Nsukka, which
became a mecca of sort could no longer
receive bodies -both living and dead. Thus
many were referred to others hospital.
Monday morning's attack on the sleepy was
described as the heaviest to be launched by
suspected Fulani herdsmen in the area in
recent times.
Whirlwindnews.com gathered that suspected
gunmen numbering over 200 and wielding
AK47, grenades and other dangerous weapons
had stormed the community shooting and
killing anybody in sight.
As they moved, they attacked houses, shops
and any property in sight while the villagers
who are mostly farmers took to their heels.
In an ensuing melee, several residents were
said to have been hit by bullets while an
unascertained number received injuries.
Sources from the community put the number
of deaths at over 48. They said that over 30
persons had been killed and several injuries
sustained before rescue from the police and
soldiers could come.
However, Police Public Relations Officer,
Enugu State Police Command, Mr. Ebere
Amaraizu, who confirmed that the
Commissioner of Police, Mr. Nwodibo
Ekechukwu, led other officers and men to the
area, added that the total number of casualties
could not be ascertained as of the time of
filing this report. He added that the situation
in the community had been brought under
control.
We moved in to ensure that the situation did
not degenerate beyond control and right now
everything is under control.
“The Commissioner of Police is there with
other officers and men and the area is being
secured. We can’t give the total number of
casualties yet, it is when the operation is
concluded that we will collate figures and give
a definite number,” Amaraizu said.
But sources at the Bishop Shanahan Hospital,
Nsukka said that the corpses of over 20
persons who died in the attack had been
recovered, adding that the corpses had been
deposited at the morgue.
The cause of the latest attack may not be
unconnected with an alleged missing of cows
belonging to herdsmen, which they were said
to have severally complained about.
It was learnt that the situation further
degenerated after some herdsmen who operate
in Ukpabi Nimbo and other communities in the
Uzo-Uwani area claimed that more cows were
missing by the day.
The villagers alleged that most of the
herdsmen that were involved in
Monday’s attack were ‘imported’ from
Nasarawa State by other Fulani herdsmen who
were already operating in Enugu.
It was gathered that, before the herdsmen
struck on Monday, there was tension in
Ukpabi Nimo and other communities in the
Uzo-Uwani area over widespread rumour that
about 500 herdsmen were mobilising to attack
them.
It was learnt that the villagers, in anticipation
of an imminent attack by herdsmen, had
alerted the Enugu State Government, and the
leadership of the Enugu State Police Command.
According to sources, the Chairman, Transition
Committee, Uzo-Uwani Local Government
Area, Cornell Onwubuya, who was said to
have informed the state governor, Ifeanyi
Ugwuanyi, and the police commissioner,
Nwodibo Ekechukwu, of the fears nursed by
villagers, also met the leadership of the Hausa-
Fulani community in the area over the matter.
Interestingly, the rumoured planned attack by
500 herdsmen was the subject of an
emergency stakeholders meeting in the Uzo-
Uwani area council during the weekend, hours
before the herdsmen struck.
The meeting, reportedly, also deliberated on
incessant herdsmen-related problems in the
area, including several cases of murder,
kidnappings and rape recorded in the recent
past.
At the meeting, Onwubuya, reportedly
disclosed that some leaders of the Hausa-
Fulani community had confirmed the
rumoured plan by the herdsmen to launch an
attack in the area.
When contacted yesterday, Onwubuya
lamented that despite the efforts he made to
stop the attack the suspected herdsmen still
went ahead to unleash mayhem on the
community.
The attack is the third in the state and the
second council in the last three months. Abi
community in the same Uzouwani council area
of the state was on Tuesday, February 9th,
2016, attacked by herdsmen
who invaded the community at
about 4.00pm from the neighbouring
community of Kogi state and killed and
destroyed property and farmlands, valued at
several millions.
It was learnt that the attack carried out by
over 20 armed to the teeth persons, led to the
death of four persons. The alleged herdsmen
were said to be retaliating the death of one of
their members said to have been caused
during a clash in the farm.
On March 17, suspected herdsmen had clashed
with local farmers of Ugwuleshi community in
Awgu local government council of the state.
The incident led to the arrest of 76 local
farmers of the community by soldiers who
invaded the community in two trucks following
reports that the natives destroyed houses and
attacked the herdsmen with dangerous
weapons.
Those who were arrested regained their
freedom after spending three weeks in various
prisons in Umuahia, following the intervention
of the governors of Abia and Enugu states that
led to their being granted bail.
They would return to the Umuahia High Court
on April 29, for the continuation of their
matter.
Governor Ifeanyi Ugwuanyi had claimed he
met recently with the leadership of the Fulani
herdsmen in the state where an agreement
was reached on how they could live in peace
with their host communities.
The governor had told wailing natives at
Ugwuleshi during his visit: “This is a
temptation but since we have a living God, I
believe we will solve this. It is a security
matter. It has happened in Uzouwani, it has
happened in Nsukka and we resolved all of it,
so this one will also be resolved”.

Exclusive forum of the former Finance Minister of Nigeria, Ngozi Okonjo-Iweala. now head of the board of the African Risk Capacity (ARC), a pan-African mutual risk management, it is urgent to create tools to offset the damage caused by extreme weather events.
When life is already a struggle, a sudden disaster can have devastating effects. Families and communities can be driven in a downward spiral in which it will be their perhaps impossible to escape.
Often, it is not because of storms, droughts and floods that millions of people in Africa and many other regions live in poverty. But these events can be the final blow that ends the possibilities that these families to improve their lives.
Millions of small impacts
This is why the negotiations taking place in Paris should not only focus on the huge global challenge of climate change, and the collective need to take bold action to reduce carbon emissions. They must also focus on the millions of small impacts due to climate change - and climate extremes resulting already - that affect the life chances of families across Africa and the developing countries.
Extreme weather events cause of course damage wherever they occur. But for the developing regions and the most vulnerable families, they can be the difference between hope and despair.
After all, farmers who practice subsistence agriculture have neither insurance nor savings allowing them to rebuild their lives. Likewise, national governments, regardless of their willingness to help, do not always have the resources or equipment necessary to provide support.
Humanitarian organizations and the international community continue to work to respond to natural disasters. But humanitarian aid rarely meets all the needs, and the ad hoc nature of the intervention inevitably leads to delays. Despite all their efforts, assessing needs, launching an international appeal and fundraising can take months, delaying emergency relief to those who need it most.
Such delays can be, and are, as we have seen, a fatal blow to families and communities already very fragile. Thousands of people may be forced to leave their home, never to return. Those that remain are sometimes forced to sell or slaughter cattle ensuring their livelihood.
The result is that extreme weather events are much more than cause enormous suffering and individual upheaval. They emphasize, extend poverty and can even erase the entire decade of progress in development.
Therefore, as part of action against climate change requires not only bold collective action to slow and reduce carbon emissions, but also effective systems focused on the protection of communities to natural disasters.
Empowering African countries
The good news is that programs like this already exist. Worldwide, we have witnessed the creation and development of innovative programs that improve the resilience of countries and communities on the front line in the battle against climate change.
For example, the African Risk Capacity (ARC), a pan-African mutual risk management, and the Caribbean Catastrophe Risk Insurance Facility (CCRIF, the insurance mechanism against the risk of natural disasters in the Caribbean) are solutions comprehensive, integrated and practical to meet this challenge. Both instruments have been developed at local level to enable countries to better share and manage risk, but also to better exploit international expertise and existing financial resources.
The heart of the CRA is an insurance mechanism against climate risks implemented under the aegis of the African Union with the active participation of global reinsurance markets. He enjoys the active support of international partners such as Germany and the UK, which give it interest-free loans.
The members pay annual insurance premiums, the amount of which depends on their size and risk analysis of occurrence and impact of floods, storms and droughts in their territory. This participation allows countries immediate access to relief funds, the amounts are much higher than the premiums paid when the trigger levels indicate the occurrence of a climate catastrophe.
But the CRA is more than a regional variant of a traditional insurance mechanism. A sophisticated model, developed from satellite data, allows to accurately estimate the occurrence of extreme weather events and their impact on communities.
The model is already helping to predict where the storms, floods and droughts associated with El NiƱo - whose effects are particularly severe this year - could have the most impact in East Africa. This early warning system not only allows the authorities to be alerted more quickly in case of potential crisis, but also the financial compensation to be paid immediately after the trigger level is achieved.
There is much more likely that the aid reaches those who need it quickly to the extent that the member countries of the CRA should establish effective emergency planning systems. Empowering African countries, the CRA reduces the time, for faster and more effective results.
Feed and food commodities
Even more encouraging, the CRA has already had impressive results. This year, even before a call for international assistance be launched to help countries hit by the rainfall deficit, mutual CRA paid 26 million US dollars (24.2 million euros) in Senegal , Mauritania and Niger.
These funds were used to buy fodder and basic food for 1.3 million of the most drought-affected communities, as indicated in the computer model of the CRA. This has helped families already struggling to stay on their land while offering them sufficient room to recover.
These successes and the fact that studies have shown that every dollar paid to CRA saves more than 4 dollars in international aid, why such initiatives play a key international role to increase the resilience of countries and communities to climate change. The G7 is committed to support the expansion of this mechanism to allow additional 400 million people in low income countries means to obtain protection against the weather events of 2020.
But to achieve this ambition, it is necessary that other countries join us, and other development partners support the participation of the poorest countries and those who suffer the greatest climate risks. We can not prevent bad weather, but together we can protect vulnerable populations and provide them with the tools they need to rebuild their lives in their community.
